Browser inserts extra white space at top of page

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/56.0.2924.76 Chrome/56.0.2924.76 Safari/537.36

Example URL:
http://www.gocomics.com/bloom-county?ct=v&cti=1907544

Steps to reproduce the problem:
1. Open url
2. Page displays
3. Extra white space inserted at top of page

What is the expected behavior?
Page displays normally

What went wrong?
Browser inserts extra white space at the top of each page. The amount varies from a line or two to half the displayed page. The specific url above is one of the worst examples.

Is it a problem with a plugin? N/A

Does this work in other browsers? Yes

Chrome version: 56.0.2924.76  Channel: stable
OS Version: ubuntu 16.04 LTS
Flash Version: Shockwave Flash 24.0 r0
