Longpress on bookmarks bar buttons shows context menu when finger is released

Issue description

Seen on: Chrome OS 59.0.3030.0 canary
Cannot reproduce on Windows

Long-pressing on a bookmarks bar button starts a drag & drop session, meaning that the button's context menu is only shown when the finger is released.



 
Note: if this issue is fixed just by showing the context menu on longpress, then it will break the current implementation of touch drag & drop (currently broken on Windows for that same reason:  issue 313127 ).

TODO (hwi): Discuss with CrOS and TabletChrome on the following, and get an agreement on one direction. 

Option 1. Explore/discuss to see if CrOS context menu gesture needs to be changed (for example, discuss longpress to context menu is usable for stylus). And match the same gesture for Chrome on CrOS.
Option 2. If not #1, confirm to show context menu on Chrome at longpress (possibly w/ time delay). And define gesture/behavior spec for drag&drop.
