Random characters on webpage

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. Go to https://cew.georgetown.edu/publications/journals-articles/
2. The random characters occur in the "The Enrollment Effects of Clinton’s Free College Proposal" text.

Tested on latest Chrome Stable #61.0.3163.100, Canary # 63.0.3239.6 on Windows 10 and Ubuntu 14.04 and able to reproduce the issue.

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2895.0 (426105)
Bad build: 56.0.2896.0 (426358)

You are probably looking for a change made after 426106 (known good), but no later than 426107 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

The page has two embedded unicode control characters (INFORMATION SEPARATOR ONE at offset 3 and NEGATIVE ACKNOWLEDGE at offset 18).

There was a spec change last year that mandates that these control points are rendered, this is per design and matching current unicode and w3c standards.
