We seem to often want to leave behind information about which board a certain failure was affecting, or which board(s) a particular annotation applies to.

Note that we already have information about which boards saw a failure. The real question is, do we want to track per annotation board information? If we do this, we should pre-populate it with the known list of boards whose builds failed.
