Seen on Chrome OS 59.0.3030.0 canary

Steps to reproduce:
1. Enter TouchView mode.
2. Open a new tab, showing the new tab page.
3. Tap the search box within the NTP contents to give it text focus.

What happens:
The VK appears.

What should happen instead:
The VK appears and the text field is vertically centered within the non-VK portion of the screen.

Note: Issue does not reproduce when visiting www.google.com and tapping the textfield there.
