Tapping on a tab will sometimes show its tooltip

Seen on Win10 57.0.2987.88 beta
Cannot reproduce on Chrome OS

When tapping on a tab, sometimes the tab's tooltip will be invoked (does not reproduce reliably). The tooltip should never be shown with touch.
