Right now when a setting is controlled by policy/extension/etc, we both disable the control and add an icon indicating the cause (which shows more info as a tooltip). We should find a more subtle way to let users know why their setting is disabled.

I'd prefer to keep some top-level indication that there's a reason for the setting being disabled.
