Tapping on an extension button can show a tooltip

Issue description

Seen on: Win10 57.0.2987.88 beta
Cannot reproduce on Chrome OS

Steps to reproduce:
1. Install an extension
2. Tap on the extension button to the right of the omnibox

What happens:
The extension's menu/bubble opens and a tooltip for the extension button is shown.

What should happen instead:
The extension's menu/bubble should open, but no tooltip should be shown. (This tooltip can obscure the touch targets of adjacent extension buttons.)

Note: The button's grey highlight disappears when the extension bubble is dismissed, as expected. This is in contrast to  issue 699652  and  issue 698435 , where an unwanted highlight remains.
