[A11y Assessment - Omnibox] Zoom UI

What steps will reproduce the problem?
(1)Enable VoiceOver
(2)Navigate to the zoom icon in the omnibox

Once I press enter to get to it, I can't use the screen reader to access the controls. This is totally not accessible with VoiceOver. You can execute the same commands with the keyboard - cmmd plus or minus, but still, this UI should be reachable with a screean reader.

I just checked this out.

Good news: the zoom icon is accessible, and when you click it, the resulting zoom control bubble is also accessible :)
