Hover effect remains on bookmarks folder when using touch

Issue description

Seen on: Win10 57.0.2987.88 beta
Cannot reproduce on Chrome OS

Steps to reproduce:
1. Show the bookmarks bar.
2. Create a folder in the bookmarks bar.
3. Tap the folder to open it.
4. Tap on the folder again (or elsewhere on the screen) to close it.

What happens:
A hovered state remains on the folder.

What should happen instead:
No hovered state should remain on the folder.

NOTE: If the folder has a long name, then hovering over it with the mouse will show the tooltip. Interestingly, unlike  issue 698435 , when using touch the tooltip of the folder does *not* appear.
