[A11y Assessment - Omnibox] Screen reader improvements needed when bookmarking page with star icon

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)

What steps will reproduce the problem?
(1) Enable VoiceOver
(2)Navigate to the omnibox and navigate to the star icon
(3)Press enter to bookmark the page

When the dialog appears, there is no verbal announcement about it. Instead, you just hear that you are now in a text edit field. Instead, there should be an announcement about this dialog -- e.g. bookmark dialog opened -- to provide better context to the user.

Also, the order seems strange. If you navigate through the items in this dialog with Control + Option + Right, you get to the bookmark name, then edit field, then bookmark folder dropdown, and THEN the title of "folder". It should be the same order as it follows visually -- folder, then the folder dropdown. This is just strange.

Note: Just tested on Chrome OS and it would be great to also fix the lack of title announcement there and on Windows, as well. 

However, the order issue mentioned above with folder does not occur on Chrome OS, FWIW.

tapted@: are you working on the announcements for this kind of dialog?
I think --secondary-ui-md fixes this? VoiceOver announces the window title (or a11y window title if we set that in the WidgetDelegate). So Space on the bookmark star announces "Now in, Bookmark, window" then starts reading out the bookmark name / page title.

(the Cooca bubble says "Window, window" then reads out the textfield, so isn't as helpful)

The stuff I'm doing for  Issue 748221  doesn't change this.
Just circling back on this -- when should the change mentioned in #8 land? 
You can try --secondary-ui-md out on Mac by flipping chrome://flags/#secondary-ui-md

That should happen on trunk soon for an trial in m64 Dev channel only. It may become on-by-default in m65. (m64 is a long shot)
