Touch drag & drop is not possible for extension icons

Issue description

Seen on: Win10 57.0.2987.88 beta
Issue cannot be reproduced on Chrome OS

When long-pressing an extension icon to the right of the omnibox, a context menu appears. This makes it not possible to perform drag & drop or reordering of these icons using touch.
