[Findit] Flake Analyzer: if trigger swarming rerun on a not-existed step, stop the analysis and mark this run properly.

If a step didn't exist on a build and Flake Analyzer wants to trigger swarming rerun on it, we should continue the analysis by adding a non-exist data point.

[Findit] Flake Analyzer: handle case when a step didn't exist on one build

In this case, don't report error and stop the pipeline but continue with the analysis by adding a non-exist data point.
