incognito kiosk mode

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Example URL:
localhost:8080\somesite.htm

Steps to reproduce the problem:
1. Open browser via command line with --kiosk and --incognito
2. 
3. 

What is the expected behavior?
Show localhost:8080\somesite.htm

What went wrong?
Shows an incognito notification. No way to disable incognito notification.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? N/A

This looks like out of scope for TE(related to Local host), hence adding the respective label for it to  triage further.
