The Monorail team recently just launched a new Hotlist feature (go/personal-hotlists-user-guide), which has some pretty cool new features (ordering, comments, etc...).

For that reason, I'm marking this issue as WontFix, with the suggestion to try out the official Hotlists feature.  If for whatever reason it doesn't work out, happy to add the label, please just re-open this issue.

I'd prefer that anyone could add issues to the hotlist.  IIUC the personal hotlist mechanism requires each person to be white-listed which isn't ideal.

Added the label, consistent w/ my previous guidance.  However, for future, we are going to stop adding for use cases like this (and will likely eventually remove all the existing Hotlist-* labels).
