Regression:Weird scrollbar behaviour is seen in Application section of devtools

Issue description

Chrome Version:59.0.3035.0 dev
OS:Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome,Open Devtools>>Application
(2)Drag the window towards R.H.S,click the scrollbar and observe(kindly refer video)

Actual Result:Weird scrollbar behaviour is seen.
Expected Result:Scrollbar should scroll properly.

This is a Regression issue broken in M-58

Able to reproduce the issue in mac os 10.12.3 using chrome M59 #59.0.3047 .

@paulrish-- Could you please take a look into this.
