Steps To Reproduce:
(1) Browse as Guest
(2) Open Downloads folder.
(3) Create a new folder.
(4) Right-click the folder and choose "Zip selection" to create a .zip file.
(5) Double click on Zipped File.

Actual Result:
The dialog contains a link to Chrome web store in its the error message.
