Orientation lock PWAs

Issue description

Chrome Version       : 56.0.2924.87
OS Version: 
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5:
  Firefox 4.x:
     IE 7/8/9:

What steps will reproduce the problem?
1. "any" or "natural" as orientation in manifest file
2. turn on orientation Lock of device
3. rotate device

What is the expected result?
No rotation


What happens instead of that?
Rotation

There is an example app in https://sensor-compass.appspot.com/ that should exhibit this behaviour but I no longer see this happening in Chrome Canary.

Felix can you please take a look?

WebappActivity calls ScreenOrientationProvider#lockOrientation(). From the bug it looks like that function is not working as intended
