Regression : Focus is seen missing on hovering mouse at 'Close' icon for Notifications

Chrome Version:59.0.3033.0/9347.0.0 dev-channel Blaze,Kip and Paine
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User ->For Notifications to display download any image or take screenshot by 'Ctrl+F5(Overview Mode Button)' 
(2)Now hover mouse at close icon and observe for focus (Please refer Video and screenshots)

Expected: Focus should be seen on hovering mouse at 'Close' icon for Notifications
Actual: Instead Focus is seen missing 

This is Regression issue as same is working fine in 58.0.3015.0/9305.0.0 dev-channel Wolf
