Steps To Reproduce:
(1) Create a .tar.gz file.
(2) Make sure no application (extension) is installed to open that type of file.
(3) Open the file. See the "Select an app to open" appears.
(4) Hit [Esc] key
(5) Hit [Enter] immediately after #4.
(As described in https://codereview.chromium.org/1082423003, the file list should already have keyboard focus after #4.)
Expected Result:
The dialog closes once, then appears again.
Actual Result:
The dialog closes, and the keyboard focus get out of the file list.
(The file being selected turns gray from blue.)
How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is it?
User can retry the operation by moving the focus to the file list view by [Tab] key or using a pointing device.
At step #5, double-clicking the file also gives the same result.
