Need optional 10.11 Mac trybots

Issue description

They're on the main waterfall but there are no optional trybots.

Is there a policy that all main waterfall bots must have optional trybots? Right now there are 10.10 trybots, and all remaining jobs are arbitrarily sharded to either 10.9 or 10.11 bots. We're about to get rid of the 10.10 optional trybots and just make all trybots use 10.12. 

Once we switch to hermetic toolchain, getting non-10.12 trybots will require us to swarm all mac tests. Currently, no one has bandwidth to look into this: https://bugs.chromium.org/p/chromium/issues/detail?id=660582

We'd like for this to be the case, but it isn't today.

@shrike - you don't need to assign bugs to me to ask for new builders. 

We try to encourage developers to do their own requesting as per the instructions here, because that scales better (you really don't want to bottleneck things on me, for example, if you can avoid it ;).

Is this something you'd be willing to take on yourself, or are you asking for help from the people in ops, or for ops folks to do all the work? We can do any of these three things, but you may get faster results with the first one :).
