Issue descriptionChrome Version:59.0.3034.0 dev OS:Windows What steps will reproduce the problem? (1)Launch chrome, navigate to chrome://md-settings/content/cookies (2)Go to All cookies site data>>search cookies and Observe the icons(kindly refer video) Actual Result: Icons appears in light colour. Expected Result:Icons should appear dark. This is regression issue broken in 'M 59' Manual Bisect Info: ================== Good Build:59.0.3033.0 Bad Build :59.0.3034.0 Note:Linux behaviour will be updated soon.
