Regression: colour of Icons appears light in md-settings/content/cookies page

Issue description

Chrome Version:59.0.3034.0 dev
OS:Windows 

What steps will reproduce the problem?
(1)Launch chrome, navigate to chrome://md-settings/content/cookies
(2)Go to All cookies site data>>search cookies and Observe the icons(kindly refer video)

Actual Result: Icons appears in light colour.
Expected Result:Icons should appear dark.

This is regression issue broken in 'M 59'

While performing per revision bisect it invokes all good build, so performed chromium bisect and providing information below
