Issue descriptionChrome Version: Chrome Version: 59.0.3034.0 (Official Build) 3164ef05aedfd208cf1d9e43558d7e8d59b14a2c-refs/heads/master@{#455336} OS: Windows(7,8,8.1,10). What steps will reproduce the problem? (1) Launch chrome, navigate to chrome://md-settings/resetProfileSettings?origin=userclick (2) Click on 'Current Settings'(it will navigate to NTP), come back to previous page. (3) Observe focus ring on 'Current Settings' Actual: Focus ring on 'Current Settings' is not seen properly. Expected: Focus ring on 'Current Settings' should seen properly. This is regression issue broken in 'M 59' and will soon update the bisect info: Good Build 59.0.3033.0 Bad Build 59.0.3034.0

Using the normal bisect providing the bisect results, Good build:59.0.3033.0 (Revision: 455023). Bad build:59.0.3034.0 (Revision: 455336). You are probably looking for a change made after 455183 (known good), but no later than 455191 (first known bad). Please be more specific about what you consider "not seen properly" and "should seen properly". From the screenshot, it seems fine to me. The only difference is that the string has been changed. Marking this as WAI, please re-open with more information, if you still think there is a bug.

With respect to comment 4: Actual: Focus ring on Current settings is not seen properly (i.e. Outline of focus ring appears thin in actual screenshot) after clicking on it. Expected: Focus ring on Current settings should seen properly (i.e. Outline of focus ring appears thick as expected) even after clicking on it. @dpapad: Please check the attached screenshot for the above issue.
