Issue descriptionVersion: 59.0.3034.0 3164ef05aedfd208cf1d9e43558d7e8d59b14a2c-refs/heads/master@{#455336} OS: Windows (7,8,8.1,10) What steps will reproduce the problem? 1. Launch chrome, navigate to NTP and open devtools 2. Now go to 'Performance' section and press 'F5' key to record some activity. 3. Now click on 'Event log' tab and drag the window downwards,observe Actual: Devtools window gets closed after dragging 'Event log' window downwards Expected: Devtools window should not get close after dragging 'Event log' window downwards This is regression issue, broken in ‘M 59’ and will soon update other info : Good build:59.0.3033.0 Bad build: 59.0.3034.0

Correction : In step 3 : Click on 'Event log' and drag the 'Event log' window up and down using mouse and observe.

Able to reproduce this issue on windows 7, Mac 10.12.3,Linux Ubuntu 14.04 with Chrome Canary-59.0.3034.0. This shouldn't be "RBD", since the Dev tools window is getting disappeared ONLY when you are dragging 'Event Log' tab. Thank you!
