Regression: <select> is shown blank until mouse moves away

Issue description

Chrome Version: 59.0.3034.0 (Official Build) 3164ef05aedfd208cf1d9e43558d7e8d59b14a2c-refs/heads/master@{#455336} (32/64 Bit).

OS:  Windows(7,8,8.1,10).

Steps to reproduce:
1. Launch chrome, go to chrome://md-setings and click on any drop down list and observe.

Actual Result: Blank drop down is displayed
Expected Result: Drop down should appear properly.

This is regression issue broken in 'M 59' and will soon update the bisect info:

Manual Bisect Info: 
Good Build 59.0.3033.0
Bad Build 59.0.3034.0

Note: Will soon update Linux and Mac OS status once build 59.0.3034.0 is available.

Using the normal bisect providing the bisect results,
Good build:59.0.3033.0 (Revision: 455023).
Bad build:59.0.3034.0  (Revision: 455336).

You are probably looking for a change made after 455319 (known good), but no later than 455326 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Not in Mac 10.12.3 and Able to reproduce in latest Canary #58.0.3034.0
Unable to give the per revision bisect due to all good builds are coming.So providing normal bisect.

Let PagePopupChromeClient schedule frames before attachRootGraphicsLayer.

This fixes a chicken-and-egg problem introduced by http://crrev.com/455325.
WebPagePopupImpl sets m_isAcceleratedCompositingActive during the first
compositing update, which scheduleAnimation wouldn't schedule without the bit.

WebPagePopupImpl now eagerly initializes m_layerTreeView, which matches what
WebViewImpl does for non-popup content.
