Export per-slave metrics from the master process.

We already export the state of each builder.  We should have another metric for the state of each slave, as there is a many-to-many relationship between slaves and builders.

Status: WontFix (was: Assigned)
We export metrics from the slave itself now so this is no longer necessary.
