PlzNavigate is failing a handful of unit tests on Android which fall into these 5 categories:

2.) New tab page --  crbug.com/699387 
3.) Process bindings --  crbug.com/699384 
4.) Webapp mode --  crbug.com/699383 
5.) Tab theme color --  crbug.com/699380 

Each of those categories has their own bug. This bug is to track the total progress.
