If the user hasn't interacted with Chrome for NN minutes, Chrome itself isn't focused, and the foreground tab isn't making sound, we should consider throttling the tab.

Similar to throttling background tabs, we'd probably need some opt-out that eventually feeds into user visible UI once the opt-out level is low enough.
