The original design of the Background Offlining system was for two different types of items, user requested, and suggestions (non-user-reqeusted).

Since the Streamline project will be taking care of the non-user-requested items, we should remove support in the request coordinator and request queue for non-user-requested items to simplify the code and make maintenance easier.
