test_installer is sensitive to one of ($TMPDIR,$TEMP,$TMP) environment variables

Issue description

See issue 699022.

Basically I'm trying to make the bots generate per-run temporary directories in order to make builds more hermetic. When I did this in crrev.com/4236db6cb072c55f9483bd670fdfd9acfd3a95a1 we saw e.g. https://luci-milo.appspot.com/buildbot/tryserver.chromium.win/win_chromium_rel_ng/395659

Filing this bug so as not to lose track of it.

So originally the $TMP value we provided was on E:\, and the theory is that this lead to cross-volume badness. If we keep the generated tmpdir on C:\, do you think that would work out?

Keeping TMP/TEMP on the same volume as %LOCALAPPDATA% and %PROGRAMFILES(X86)% should be enough to make it work. It's the cross-volume nature that's the problem.
got it, so I think I'll just make it generate the directory on C:, regardless of the bot layout. That should be less surprising in general too :)

r491319 should fix this (I think  issue 745825  is a dup of this). Please re-open with fresh log data if you find that it still doesn't work. Thanks.
