I'm not clear what the current status on this is. It appears from https://github.com/w3c/svgwg/issues/321 that serialization of path strings isn't even decided yet, which will change how interpolation is done, so it seems difficult to make progress on additive interpolation on top of that. It also seems low priority since we still don't ship additive.

Marking as available, vaguely expecting to hear from sheriffbot@ in December 2019...
