Remove USB as an option from the Protocol dropdown for adding a printer

Project Member Reported by weifangsun@chromium.org, Mar 7 2017

Issue description

When setting up a CUPS printer manually via Settings, USB is currently an option available under the Protocol dropdown. We should remove this option as we are enabling USB connectivity for printers (which should auto-detect and configure).

As a note - By removing this option, we will no longer have the ability to configure a printer via USB manually in case an error occurs with the auto-configuration process. This should be an edge case, but we will monitor to see if we need to add support to handle this.

Remove usb option from manual printer configuration.

It's simply too hard to ask a user to configure a USB printer manually.
Remove to option to prevent a terrible experience. The USB detector
committed soon.
