Textarea scroll gets broken when border-radius is applied

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. Open up this codepen : http://codepen.io/ryanzec/pen/gmLGKE
2. Move your moveover the column of 'test' text
3. Scroll down until your mouse hit the textarea

What is the expected behavior?
The textarea should scroll.

What went wrong?
The does not scroll.

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 56.0.2924.87  Channel: stable
OS Version: OS X 10.12.0
Flash Version: 

I have included gif of it both broken (when a border-radius is applied) and not broken (with no border radius applied).

What I am not 100% sure if this is a regression, I would imagine that was working at one point.

Tested on Mac os 10.12.2 using chrome M56 #56.0.2924.87 and issue is not reproduced .

Able to scroll the text area in the given codepen . Attached screencast for reference.

@ryand-- COuld you please check attached screencast and confirm if you have missed out any steps and also please check in fresh chrome profile without any extensions and flags enabled .

@hdodda I watched the screencast and did that same exact thing you did but saw the problem I have been seeing.

So I tried using a new profile (by adding a new person under the people tab) and even updated my OS to 10.12.3 however I am still seeing the issue. A weird thing I noticed is when I have the same code in jsfiddle, I don't experience the problem which really makes no sense to me.

I even went a far as completely removing the chrome install and reinstalling (uninstalling with AppCleaner / removing the ~/Library/Application Support/Google/Chrome folder) and I still was noticing the same issue. I also tried all the different mac show scroll bar settings with no luck. I also had a colleague try on his computer (same Chrome / OS version) and still had the same issue.

If there is anything else I can do to help you figure out what is going on here, let me know.

@hdodda I did test this on browerstack and while it did work properly there, it is using a slightly older version (56.0.2924.76).

@hdodda In the spirit of due diligence, I had another colleague try the codepen (same Chrome version / different Mac OS X version) and it resulted in the same issue.

@hdodda I have attached a basic HTML file that when I load into chrome shows the issue to try to remove anything that online code editors might be doing (as the scrolls works different for this code in different editor like codepen, jsfiddle, jsbin, etc.)

Tested on Mac os 10.12.3 Retina  using chrome latest stable M57 #57.0.2987.98 and issue is not reproduced and was able to reproduce in previous stable 56.0.2924.87 using codepen in mac retina .

Able to scroll the text area in the given codepen and html file in comment #8. 

@ryand-- Could you please upgrade your chrome version to latest stable M57 #57.0.2987.98 and check if you can still able to reproduce the issue or not , please update the thread.

@hdodda With the latest version, 57.0.2987.110 (64-bit), I am no longer experiencing the weirdness with border-radius and scrolling textarea elements.
