[A11y] Need to change the notifications enabled/disabled icon in Chrome OS shelf

Issue description

Chrome Version: 59 canary, but longstanding issue
OS: Chrome

What steps will reproduce the problem?

1) click on the notification icon in the tray
2) when you click the icon to enable or disable notifications (the bell with the slash through it), the only way to tell whether they are on or off is through the color red vs. black. 

This is failing to meet our accessibility standards, since we can't use just color to indicate key information (since many people can't distinguish colors). We can still use the red vs. black, but need to differentiate the icon itself -- e.g. when notifications are off, include that strikethrough in the icon, and when notifications are on, don't include the strikethrough. 

Tom, can you help to triage this?

Heads up that there are a lot of changes coming to the notification center (see go/md-notifications).

One thing we want to do is change the icon to use Do Not Disturb:
