External apps able to capture Android Custom Tab Intents

Issue description

Steps to reproduce the problem:
I have not been able to reproduce this problem, but this a followup to b/36019426 where users with "Alibaba B2B trade" installed on their Android device cannot use features that are built on Custom Chrome tabs.

What is the expected behavior?
Only Chrome app handles Custom Tab Intents

What went wrong?
It looks like there's a bug with the Alibaba app where it's aggressively capturing more intents than intended (https://github.com/alibaba/weex/issues/2139#issuecomment-270736431). 

Although the Android framework properly blocks the external app from handling the intent with a SecurityException, it does beg the question if there's anything additional the Chrome team can put in place to prevent other apps from erroneously capturing Custom Tab intents.
