Enable lock screen preload for mash

Lock screen is disabled for mash in  issue 698889  because IdleDetector -> UserActivityDetector does not work in mash yet. Issue 626899 tracks the underlying work to make IdleDetector/UserActivityDetector on mash. After that, we could restore the lock screen preload for mash.

WebUI lock screen is deprecated. Preload code will be removed.
