Scheduler sometimes gets stuck in UseCase::LOADING

Sometimes when navigating, e.g., from cnn.com to hotmail.com the scheduler never comes out of the loading use case.

Debugging it, it looks some pages just never trigger the end of loading. I don't think the originating page matters. It's just that the First Meaningful Content detector doesn't detect anything. Usually because the page loads too quickly.
