Regression: Focus doesn't seen on drop-down list 'Import bookmarks and settings' overlay.

Chrome Version: 58.0.3029.6 (Official Build) 610f4595f8ea01904e3d01506c41201a816dc338-refs/branch-heads/3029@{#35} 32/64-bit.
OS: Windows(7,8,8.1,10), Linux(14.04 LTS), Mac(10.11.6, 10.12.1, 10.12).

What steps will reproduce the problem?
1. Launch chrome, go to NTP and click on 'Import bookmarks now' on bookmark bar.
2. Now, observe the focus on 'Import bookmarks and settings' overlay.

Focus doesn't seen on drop-down list.
Focus should seen on drop-down list.

This is a regression issue, broken in M-58 series, below is manual regression range.

Good build: 58.0.3022.0 
Bad build: 58.0.3023.0

seems this issue is similar to  issue #698152 . Hence merging this issue with 698152.
