Unable to type correctly in Tamil

Reported by muth...@gmail.com, Mar 7 2017

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/602.4.8 (KHTML, like Gecko) Version/10.0.3 Safari/602.4.8

Steps to reproduce the problem:
1. Open gmail in chrome
2. Click Compose to compose a message
3. Set the input method to Tamil
4. Try to type 'மிகவும் அருமையான' in the compose window

What is the expected behavior?
I should see மிகவும் அருமையான in the compose window

What went wrong?
I could not type beyond the first letter in the second word (அ)

Did this work before? Yes I can't remember. Perhaps a few versions before the current one.

Chrome version: Version 56.0.2924.87 (64-bit) Channel: stable
OS Version: OS X 10.12.3
Flash Version:

I see exactly the same problem when I use Chrome, Gmail or Inbox apps on Android. It looks like the same issue.

The think the Web based keyboard sends the keystroke events through a different route. You may want to try typing with a keyboard in the system - one that uses 'composition'. Here are the steps:

macOS:
1. Go to System Preferences -> Keyboard -> Input Sources and add a Tamil keyboard. (I use Anjal)
2. Go to Gmail, open a compose window and type the following (assuming Anjal keyboard) 'mikavum arumaiyaana' (without the quotes)
3. Notice that whatever you type beyond the first letter of the second word (a), nothing gets into the text.

android:
1. Download Google Indic Keyboards and select Tamil as the language option
2. Open the Gmail app and compose a new message
3. Type the same words and notice the same behaviour.
4. The same can be seen in the Chrome, Inbox apps too.

Tested in both Beta # 57.0.2987.88 and Canary # 59.0.3036.0. The problem has disappeared. I am able to type as expected in both these builds. Also tested Beta and Canary on Android and the bug appears to have been fixed as well. Great!
