ChromeOS Commit Bot can't reset code-review label

ChromeOS Commit Bot cannot reset code-review label and will throw out 403 error.

Will make a hack to remove the reset function first.

This bug is Untriaged and very old.  Because it has an owner, the status will be set to assigned to avoid closing a bug someone is using.  If this bug still needs triage, change it back to Untriaged.

As I recall, malformed commit message triggered the code-review reset, and the malformed commit message was fixed by akeshet@. Closing the bug for now.
