TTS stops speaking and requires a reboot

Reported by mjanusau...@gmail.com, Mar 6 2017

Issue description

Mode: force_next
Version: 58.0.3027.0
Reproduction Steps:
1. Open a conversation in Gmail and use n and p to move through the messages.
2. Randomly the TTS goes away but the ChromeVox earcons still work.
3. Restarting the Chromebook seems to be the only way to restore the TTS. Restarting ChromeVox does not bring back the speech.

I just installed a new updated dev build and the TTS is still frequently and randomly going way with a reboot being the only way I have found to regain speech output with ChromeVox.

This is fixed in m59. Please verify once that update is available for your device.
Thanks David, I'll try to watch for that. I had to revert from dev to beta
since constantly loosing speech and needing to reboot was impacting my
productivity significantly. Unfortunately after receiving a beta update
earlier today the issue now appears to be happening there as well.
Confirming this appears to be fixed in the latest beta version of Chrome OS.
