thomasanderson@ needs to update the instrumented libraries as part of adding gtk3 support, and would like write access to gs://chromium-instrumented-builds. See  bug 698252  for more context.

(I've actually already given him write access but he hasn't uploaded anything and we can revoke it if need be).
