walt: Provide walt tools in test images

Issue description

The instructions in https://github.com/google/walt/blob/master/docs/ChromeOS.md require downloading the pywalt folder from github. It would be more convenient if test images included these necessary tools by default.

chromeos-test-root: Add pywalt to test images

BUG= chromium:698826 
TEST=./build_packages && ./build_image
     => pywalt is installed in /usr/local/pywalt
