Speed up Hunspell initialization for languages with large affix files

What steps will reproduce the problem?
(1) SpellCheckTest.SpellCheckText with languages ko-KO, tr-TR, hu-HU, pt-BR
(2) Note execution time for each language individually.

What is the expected result?
That they finish quickly.

What happens instead?
ko=KO takes 6.5 seconds on Windows, for example. The tests for these languages have been disabled for Windows as a result.

The problem is that loading the affix files for these languages takes an extremely long time. ko-KO's execution time is accounted by almost entirely from this process.
