”Chrome has stopped” display after reset all the apps in settings and then tap the images downloaded by Chrome from notification bar.

Issue descriptionSteps to reproduce the problem: 1. Launch Chrome app.->Download some images->Images’ downloading status display in notification bar. 2. Tap the downloaded image from notification bar->Tap Setting icon on the upper right side of the screen->Tap “Open with…”,choose any app to open the image to view->The image can be able to view without any problem. 3.Launch “Settings” app->Apps->Reset app preference->RESET APPS->Tap back key to return to Homescreen. ->Tap the downloaded images from notification bar. Check the Behavior. What is the expected behavior? Should get pop for storage access. What went wrong? Chrome Browser is crashing Did this work before? N/A Chrome version: 56.0.2924.87 Channel: stable OS Version: 7.0 Flash Version: Its 100% reproducible.

We are able to repro this issue on Chrome Stable:56.0.2924.87 Devices: V20(LG-H990)/NRD90M and Samsung Galaxy S7(SM-G930P)/NRD90M
