Regression : Blue color for 'Known networks' Text is seen missing in chrome://md-settings

Chrome Version:  59.0.3030.0/9341.0.0 dev-channel Daisy,Candy and Minnie
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://md-settings page
(2)Now at 'Internet Connection' section click on Wi-Fi -> Observe 'Known networks' text (Please refer Video and screenshot)

Expected: 'Known networks' Text should be seen in Blue Color as it is the link which navigates to 'Known Networks' page on clicking it
Actual: Instead 'Known networks' Text is seen as Normal text.

This is Regression Issue as same is working fine in 58.0.3028.0/99333.0.0 dev-channel Paine
