DevTools: preserve color format when using color picker.

Regardless of the color format in source, once in hsl, it should be preserved.

The "Page colors" palette currently does not respect the format after user changes it.  I'll look into this.

I think this is working as intended.  After switching format to HSL/A or another format, dragging around the spectrum or sliders preserves the format.
