Regression: [DevTools] Horizontal scroll bar doesn't appear under 'Remote devices' section.

Chrome Version: 59.0.3032.0 (Official Build)f82c6edf451db714b211a7c92b9c1ca3547ab0ec-refs/heads/master@{#454806} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome, open DevTools and open Console drawer using 'Esc' key.
2. Go to 'Remote devices' section from three dot menu list.
3. Now, resize the DevTools towards RHS and observe.

Actual:
1. Horizontal scroll bar doesn't appears under 'Remote devices' section.
2. Text wrapping is not applied for text 'No devices detected. Read remote debugging documentation' for more information.

Expected:
1. Horizontal scroll bar should appears under 'Remote devices' section.
2. Text wrapping should applied for text 'No devices detected. Read remote debugging documentation' for more information.

This is a regression issue, broken in M-58 series, below is manual regression range.

Good build: 58.0.2992.0
Bad build: 58.0.2993.0

Using the per-revision bisect providing the bisect results,
Good build: 58.0.2992.0 (Revision: 445908).
Bad build: 58.0.2993.0 (Revision: 446204).

You are probably looking for a change made after 445935 (known good), but no later than 445936 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #58.0.3032.0
Adding Release Block-Stable for this issue.Please remove if not the case.
