Issue descriptionFrom http://o/364046 A build wasn't getting picked up by the master, but the master was up and running. I saw that there were 2 builds available for the master in buildbucket (using API explorer), but shortly after one of them disappeared. I'm not sure how to use API explorer to find the completed builds. So in summary, it looked like there was a build that got "stucK", but then became "unstuck"? In any case, this has apparently been observed a few times, and an investigation has been requested.

master.official.desktop wasn't picking new builds because it was misconfigured.
