Steps to reproduce the problem:
1. Just try to debug a node.js project (open several files)
2. Then close a tab
3. Sometimes appear tabs in wrong place.

What is the expected behavior?
Tabs should be placed at the end of list.

What went wrong?
After closing a tab other was displayed in wrong position. Just look at the attachment. There is a video that explain everything (I hope) :-)

OS Version: OS X 10.12.2
Flash Version: 

Chrome  56.0.2924.87 (64-bit). I do not try whether the same behavior is during debugging front-end project. But I think it doens't matter.
